目前，我国社会处于转型期，正在步入群体性事件多发的阶段，由人民内部矛盾引发的群体性事件时有发生。我国政府部门对群体性事件负有主要责任，对群体性事件的处理考验着政府应对突发事件的能力和水平。近年来，在发生的群体性事件中，有的事件很快得到了较好的处理，影响较小，也有部分事件没有很好的得到解决，对社会影响很大。其中关键因素之一就是群体性事件发生后，政府部门和当事人在事件沟通，协商过程中的对话过程，如果对话沟通协商很快达成一致，那么事件就会很快平息，反之，影响很坏。
本文以石首事件为例，分析整个群体性事件解决的过程，探讨政府部门和当事人在事件中的对话沟通协商方式和机制方法，分析在整个事件中政府部门行为的恰当之处和不足的地方，进而联系更多的群体性事件大体的平息过程，对如何构建预防群体性事件中的表达对话沟通协商机制提出自己的建议和方法。
